I have no idea why a retired US General who is married should be contacting you. I think you can figure out that no active US soldiers are in Damascus, Syria. Why would anything you are told by this person be true? You should be perfectly able to check up on such things by yourself without help from us.
You all need to stop these criminals and lock them up and get back the peoples money that they stole need to bring in the fbi interpol and others to aprehend them from ever they hide out
These criminals are all over the world and hide where they are. There would be no highly expensive international man hunt because someone lost $5000 to a scammer. We repeatedly tell people to never ever send money to internet strangers, for any reason at all, and yet we see substantial losses, cards being given, non existent leave requests, and parcel deliveries that are fake. Our message is just so simple but victims ignore it.
